In addition to the regulations set forth in Section 355.04 of this article, every person operating an ATV upon the public streets, roads, alleys, ways, sidewalks and crosswalks within the corporate limits of the City of Mannington shall be subject to all duties applicable to the driver of a vehicle by the provisions of Chapter 17C of the WV State Code which by their nature can have no application.
