Any person violating any provision of this article shall be fined not less than five dollars ($5.00) nor more than five hundred dollars ($500.00) for each offense, and a separate offense shall be deemed committed on each day during or on which any such obstruction to the view or excessive growth of vegetation is permitted to remain after notice from the Police Department or any official of the City to remove the same.
