1109.02  REMOVAL.
   (a)   When the Mannington Police Department has knowledge that any motor vehicle or household appliance violates this article, the Police Department may take the same into custody and possession and make arrangements for the removal thereof.  The Police Department shall call a garage keeper or other person to remove such motor vehicle to a safe place of storage, and in the event of such appliance shall cause it to be hauled to a refuse disposal facility.
   (b)   The cost of such removal, storage, and disposal shall be paid by the owner of the vehicle or appliance or by the person who allows such item to be placed on his or her property.
   (c)   Prior to taking possession of any vehicle or appliance, the Police Department shall give written notice to the violator of this article, and upon receipt of this notice, within five days thereafter, such person has the right to appeal the proposed taking of possession to the Mayor.
