(a) By the Federal Safe Drinking Water Act of 1974, West Virginia Code §§16-1-9, 16-1-9a, 16-1-17, 16-1-18 and West Virginia Code of State Rules § 64-15-1 et seq., the water purveyor has the primary responsibility for preventing water from unapproved sources, or any other substances, from entering the public potable water system.
