(a) Domestic, commercial, and industrial water customers shall make a deposit with the City of Mannington initially, and from time to time, if required, as a guarantee of the payment for water used. Such deposit shall not be more than one-twelfth (1/12) of the annual estimated charge for service to secure the utility from loss.
(b) All other terms and conditions of security deposits shall be controlled by the Rules and Regulations of the Public Service Commission, specifically 150 C.S.R. 7, Section 4.2.1.b. and other appropriate and related provisions.
