925.04 TAPPING FEE.
   (a)   Council shall establish and maintain on file in the office of the City Clerk, a schedule of water tapping fees which shall be paid by applicants for permits to tap or make connections to City water mains and conduits.
   (b)   The schedule of water tapping fees shall be based on actual costs to the City for meters and materials, if any, furnished by the City; for the salaries and wages of such City supervisory personnel and workmen as may be engaged for work done pursuant to such permit; and for any other costs incurred by the City pursuant to the requirements of a permit; plus a reasonable administrative charge of not less than ten nor more than twenty-five dollars.
   (c)   Any fee established pursuant to this section which requires approval by the State Public Service Commission shall be submitted by Council to that Commission for its approval and shall not take effect until it is so approved.
