Council may by resolution promulgate such rules and regulations, not inconsistent with State law, the Charter, this Code or other ordinances, to implement the provisions of this article and to further provide for the proper, safe and economical use of the City water and sewer systems and to protect them from damage and abuse. No person shall violate or fail to comply with any such rule or regulation after the adoption of such resolution and the filing thereof in th office of the City Clerk.
