The City reserves the right, through its officers, employees and agents, to enter upon and within all premises which are connected to any City water or sewer main for the purpose of ascertaining whether or not such premises conform to the provisions of this article and whether or not the customers served by such connections are complying with the provisions of this article. Except in cases of urgent necessity, all such entries by City officers, employees and agents shall be during regular business hours and after notice given the owner or tenant of the premises; and in any case, all persons acting for the City hereunder shall display proper identification and comply with all applicable provisions of law.
