For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
(a) “Clerk” means the City Clerk.
(b) “Person” means natural persons, partnerships, associations, corporations and all other organizations or groups by means of which any of the specified businesses, activities, trades or employments specified in this article are engaged in or prosecuted; provided, that “person” shall not mean and shall not include any person under the age of eighteen years whose gross receipts in such specified business, activity, trade or employment do not exceed two thousand eight hundred dollars annually or any retired person, as defined by the rules governing or established by the Social Security Administration, whose gross receipts in such specified business, activity, trade or employment do not exceed two thousand and eight hundred dollars annually, if such retiree has attained the age of sixty years.
