No salvage yard or any part thereof shall be established, operated or maintained without a City license. The Mayor shall have the sole authority to issue such a City license, and he shall charge therefor a fee of twenty-five dollars payable annually in advance. All licenses issued under the City Code shall expire on the first day of July following the date of issuance.
