The Police Department and the members thereof, and all other persons authorized by State law, this Code or other ordinance to direct traffic in the City, shall have all the powers and duties granted or given by the Traffic Code in relation to the management and control of traffic and shall have full power and it shall be their duty to see that the provisions of the Traffic Code are enforced and observed.
