In the event of the temporary absence or disability of the Mayor, the City Clerk, having been duly trained and certified, shall preside over the Municipal Court during such absence or disability; and the City Clerk acting in that role shall have all and the same powers and authority as the Mayor. However, if the current City Clerk has not been duly trained and certified as a municipal judge at the time of the Mayor's temporary absence or disability, the Councilman-at-Large shall preside over the Municipal Court in such instance; and the Councilman-at-Large acting in that role shall have all and the same powers and authority as the Mayor.
