131.05 RULES AND REGULATIONS.
   The Chief of Police shall prepare rules and regulations, not inconsistent with State law, this Code or other ordinances, for the government of the Police Department and the personnel, property and equipment therefor. Such rules and regulations, when approved by the Mayor by endorsement thereon and approved by resolution of Council, and when filed in the office of the City Clerk for public inspection and use, with a copy thereof filed in the headquarters of the Police Department for the information of all members, shall be building on all members of the Department; and it shall be unlawful for any member of the Police Department to violate or fail to comply with any such rule or regulation which has been so promulgated, approved and filed.
