SECTION 41. PROVISIONS OF CHARTER SEPARABLE.

If any section or part of a section of this Charter shall be found to be invalid, the same shall not be held to invalidate or impair the validity, force or effect of any other section or part of a section unless such other section or part is clearly dependent for its operation upon the section or part so held invalid.
