SECTION 20.  SALARIES OF MAYOR AND COUNCILMEN.
   The Mayor shall receive a salary of three thousand dollars per annum.  Each member of Council shall receive a salary of forty dollars per meeting attended, but not to exceed nine hundred and sixty dollars per annum.
