No Councilman or official of the City shall vote or in any way participate in the consideration of any proposition in which he is or may become interested directly in, including any contract, sale or transaction to which the City is a party, nor shall he vote on the same or participate in any manner in said contract, sale or transaction under penalty, upon conviction, or forfeiture of his office and a fine of not less than fifty dollars nor more than five hundred dollars.
