The Council shall fix the compensation of all appointive officials and employees of the City, order payment of approved accounts, hear and determine charges against officials of the City, other than members of their own body, require that the laws and ordinances be obeyed and enforced, cause the affairs of the City to be efficiently and economically administered, and perform such other duties as properly devolve upon the chief legislative body of the City.
