SECTION 12. CITY COUNCIL MEETINGS AND RECORDS.
   Regular meetings of the Council shall be held on the first and third Mondays of each month or on such other stated days as the Council by ordinance may prescribe. The set scheduled time and place of regular meetings shall be as Council prescribes by rule. Special meetings may be held at any time upon call of the Mayor or any two Councilmen. A special meeting shall be called upon forty-eight (48) hour notice, which notice shall be personally served upon each member of Council and the Mayor and shall further be posted in a conspicuous place, in the City Hall and shall be mailed or otherwise distributed to all newspapers of general local distribution and other available news media customarily covering news of the City, except in the case of an emergency. All meetings of the Council shall be open to the public.
   Three members of the Council shall constitute a quorum. The Mayor shall not be entitled to vote on any matter before the Council. The Council shall, by resolution, adopt bylaws prescribing its own rules, procedure, and other business.
   No meeting shall be adjourned until all official business has been dispensed with, and all present shall have had a reasonable opportunity to be heard.
   The Council shall cause to be kept in a well bound book, called “City Journal,” an accurate record of all their proceedings, bylaws, ordinances, orders and resolutions, and the same shall be open for public inspection during usual office hours.
