SECTION 5. QUALIFICATIONS OF VOTERS.

Every person who resides within the territory of the City of Mannington, who is a registered qualified voter within a precinct or ward within the said City, and who is a qualified voter under the laws and Constitution of this State and none other, shall be entitled to vote in any City election held in said City.
