SECTION 3. FORM OF GOVERNMENT; COMPOSITION OF COUNCIL; CHANGES IN PRECINCTS OR WARDS.
   There is established by this Charter the strong Mayor municipal form of government, as prescribed in Section 2, Article 3, chapter 8 of the Official Code of West Virginia, as amended. Except as otherwise provided in the Charter, the Council shall be the governing body of the City and the Mayor shall be the administrative authority. The Council shall be composed of five Councilmen with one Councilman being a Councilman-at-large. All registered residents shall be entitled to vote for the Mayor and the Councilman-at-large. The remaining four Councilmen shall be elected from wards, with one being elected from each ward, and the four wards shall correspond to the four voting precincts in existence thirty days before the date of the vote of the acceptance of this Charter. In case of a realignment of the voting precincts or a change in the number of the voting precincts within the City of Mannington, by appropriate officials with regard to conducing of the elections of the State of West Virginia, the Council may change the boundaries or change the number of wards to correspond with the said changes of the voting precincts by following the procedures provided in the West Virginia Code, as amended, and if any changes be made, as above, then each ward shall have one Councilman and there shall be one or two Councilmen-at-large, whichever results in an odd number of Councilmen. Only those residents registered in said precinct or ward shall be entitled to vote for the Councilman to be elected from said ward. The candidate receiving the most votes for each office shall be deemed elected.
