A. Character Of Applicant: If the council shall determine that any applicant for a license or any person interested in the ownership of any business sought to be licensed are persons of such character that the business to be licensed may be operated in such manner as to be detrimental to the public health, peace, morals, or general welfare of the town, such application shall be denied; otherwise, the application shall be granted.
B. Building Or Premises: If the town council shall find, after investigation, that the premises or buildings of the business to be operated under the license are in unsafe condition or are constructed or operated in such a way as to be detrimental to the public welfare, the council shall deny the application for license.
