The town council has the responsibility to determine if the sewer charges presently being assessed for the town are insufficient to pay for the cost of maintenance, repairs and to establish a reserve for additions, and to assist in the payment of sewer bonds under the present rate schedule, it is necessary to raise the sewer charges for each user in the town.
