6-3-2: MINIMUM SPEED REGULATIONS:
   A.   Slow Speeds:
      1.   Impeding Or Blocking Normal Movement Prohibited: No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law. (1977 Code § 10.16.020)
      2.   Enforcement: Police officers are hereby authorized to enforce this provision by directions to drivers, and in the event of apparent wilful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver shall be a municipal infraction, punishable as set forth in section 1-4-2 of this code, except that inability to comply with such order will not be construed as wilful disobedience.    B.   Minimum Speed Limit: Whenever the council determines, on the basis of an engineering and traffic investigation, that slow speeds on any part of a street consistently impede the normal and reasonable movement of traffic, the council may determine and declare a minimum speed limit below which no person shall drive a vehicle except when necessary for safe operation or in compliance with law.
