The Chief of Police, under the direction of the Town Council, shall place and maintain traffic-control devices, conforming to the State Highway Commission's manual and specifications, upon all Town streets as he or the Council shall deem necessary to indicate and to carry out the provisions of this Traffic Code, or to regulate, warn, or guide traffic.
