A. Defined: "Handbill" means and includes any printed or written matter, any sample or device, dodger, circular, leaflet, pamphlet, paper, booklet, or any other printed or otherwise reproduced matter.
B. Restrictions; Exceptions: It is unlawful for any person to distribute, deposit, place, throw, scatter or cast any handbill in any public place or on any private premises, except it shall not be unlawful:
1. To distribute any handbill in any public or private place to any person willing to accept the same.
2. For a newspaper to distribute its newspapers on both public and private property.
3. For a licensed distributor to distribute handbills in secured containers which are firmly attached to doors on private premises; provided, that such distribution shall not be made to persons requesting discontinuance thereof in writing.
