4-1-13-5: APPLICATION FOR PERMIT; COMMITTEE:
   A.   Committee; Submittal Of Application: It shall be the duty of the Mayor to appoint a committee on permits, to whom shall be submitted all applications by parties hereafter contemplating the construction of buildings and the alteration or change in any manner of buildings already constructed within the Town limits.
   B.   Plans And Specifications; Alterations: Such applications to be accompanied with the plans and specifications employed by parties in the construction of said buildings; and in case of alterations, or other changes made hereafter in buildings, said applications shall be accompanied with a written statement describing the general plan and nature of said proposed alterations, and the materials employed in the construction of the same.
   C.   Submittal To Council: Immediately after the submission of said application for permit to the committee (appointed as provided herein) they shall report the same to the Mayor, who shall thereupon call a special meeting of the Town Council for the purpose of determining the sufficiency of said applications and evidence accompanied therewith, and to make such order entered on record as will be consistent with the provisions of Section 4-1-13-6 of this Chapter.
