4-1-13-3: FOUNDATION; SEWERS; CHIMNEYS:
   A.   Cement Foundation Required: Every building erected, repaired, additions to, or rebuilt, where fire is to be kept, shall have a complete cement foundation, the inside walls shall be covered with plaster.
   B.   Connection To Sewer: All buildings erected in locations serviced by sewers, shall be required to connect to sewer.
   C.   Chimneys: All buildings shall be built with substantial brick chimneys lined with tile and all thimbles therein shall be at least twenty four inches (24") of brick below pipe. And in case of rebuilding of chimneys, for like intended purposes in buildings already constructed, the same shall be composed of like materials; and in such case the said chimneys shall be securely plastered throughout, on the inside and also on the outside, where passing through inaccessible places or near woodwork; and no person shall be allowed in any building whatever hereafter erected, enlarged or improved in any manner, to run a stovepipe through the roofs or side of the same.
