(A) Permits are not transferable.
(B) In the event that the original permit holder does not prosecute the work contemplated by the permit, a new permit shall be obtained by anyone desiring to continue or complete the work. This shall not, however, be construed to prevent an owner or general contractor from subletting part of the work as long as he or she is assuming final responsibility.
