Before a permit to move is issued, the applicant shall deposit with the Village Clerk the total estimated cost to the various village departments as provided for in § 153.08 plus a fee of as per Council resolution. The deposit shall be used to defray all expenses to the village and any excess shall be refunded to the applicant at the end of 6 months from date of moving. In the case where the deposit does not cover the costs, the deficit shall be paid by the applicant.
