The Building Inspector shall not issue permits for the occupancy of structures or any parts thereof until all improvements required by this chapter and agreed to in the preliminary plat as finally approved have been completed or otherwise provided for according to this chapter and until the Building Inspector has been notified by the Village Clerk of completion or provision of improvements. Completion shall mean inspection, approval, and acceptance, where applicable, by the Village. A certificate of completion shall be issued by the Village Engineer as evidence of adequate and complete installation of facilities.
