§ 152.163 INSPECTION OF IMPROVEMENTS UNDER CONSTRUCTION.
   Before approving a final plat and construction plans and specifications for the required improvements, an agreement between the proprietor and the Village Council shall be made to provide for inspecting the construction or installation of each improvement under its jurisdiction and its conformity to the approved plans.
