Where a subdivision is to be developed in stages, the provisions of this subchapter shall apply to each stage. However, improvements, and financial guarantees therefor may be required to extend beyond the boundaries of a subdivision stage if such extension is necessary to insure the relative self sufficiency of the stage pending completion of the entire subdivision. Such extensions, schedules, and similar arrangements shall be set forth in an agreement between the proprietor and the Village Council prior to final approval of the preliminary plat.
