§ 152.040 REVIEW OF FINAL PLAT.
   (A)   The final plat shall conform closely to the preliminary plat as finally approved. The final plat may cover only a portion of the area covered by the preliminary plat as finally approved.
   (B)   All improvements and facilities to be provided by the proprietor shall be installed, or adequate security in lieu thereof shall be provided, and all dedications and easements shall be evidenced as having been made before the Planning Commission may approve the final plat. All installations shall be inspected and approved by the Village Engineer before the Planning Commission may approve the final plat. (Approval of the final plat shall not constitute acceptance by the Village of items for dedication).
   (C)   The Planning Commission shall approve or disapprove the final plat and shall immediately report its action and reasons therefor, to the Village Council. The Commission shall take action within 20 days of the date of submittal to the Clerk.
   (D)   The Village Council shall review the Planning Commission's action and report and shall approve or disapprove the final plat within 20 days of the date of submittal to the Clerk. Approval of the final plat by the Council shall not constitute acceptance of items for dedication.
   (E)   If the final plat is approved, the Clerk shall transmit the reproducible copy of the plat and the filing and recording fee to the County Plat Board. One print of the Plat shall be retained by the Clerk and 1 print shall be distributed to the Building Inspector, the Planning Commission and the Subdivision Advisory Committee.
   (F)   If the final plat is approved the Clerk shall sign a certificate signifying Council approval of the final plat, which shall include the date of approval and the date on which the Clerk signs the certificate.
   (G)   If the final plat is disapproved the Clerk shall record the reasons therefor in the minutes of the meeting, notify the proprietor in writing of the action and reasons therefor, and return the plat to the proprietor.
