§ 152.036 REVIEW BY VILLAGE COUNCIL.
   (A)   The Village Council shall review the preliminary plat and the Planning Commission's report within 20 days of the date of application to the Village Clerk The Council shall finally approve the preliminary plat if it conforms to the preliminary plat as tentatively approved and if all other required approvals have been obtained. The Clerk shall promptly notify the proprietor of final approval in writing.
   (B)   The Council shall disapprove the preliminary plat if it does not conform to the preliminary plat as tentatively approved by the Commission and Council, or if any of the other required approvals have not been obtained. The Clerk shall promptly notify the proprietor of the rejection and reasons therefor, in writing. The reasons for disapproval shall be recorded in the minutes of the Council meeting. Notice of disapproval shall be sent to each of the other plat approval agencies by the Clerk.
   (C)   In case of disapproval of the preliminary plat by the Village Council further consideration of a plat for subdividing the same land can be obtained only if the proprietor applies for tentative approval of a preliminary plat.
   (D)   In order to reach a compromise when the Village Council indicates that it will disapprove the preliminary plat, the proprietor and Council may agree, in writing, to extend the 20-day review period. Any changes made in the plat during the period of extension shall be sent to each authority which approved the preliminary plat. Approval of such changes by such authorities shall be obtained before the Council may finally approve the preliminary plat. This provision is intended to be used only in situations where, in the opinion of the Council, objections to final approval are minor.
