§ 114.10 PASSENGERS.
   (A)   Every taxicab driver shall have the right to demand payment of the legal fare in advance, and may refuse employment until so prepaid, but no taxicab driver shall otherwise refuse or neglect to convey any orderly person or persons upon request anywhere in the village unless previously engaged or unable to do so.
   (B)   No driver of any licensed taxicab shall carry any other person than the passenger first employing a taxicab without the consent of the passenger.
