(A) Size and type. The minimum size storm sewer pipe shall be a nominal 4 inches in diameter. The determination of pipe size shall be made by the DPW based upon anticipated flow capacity and location on site. Only the following materials shall be installed as storm sewer lines: plastic pipe of smooth or ribbed wall manufacture, and cement pipe with bell and spigot. All materials must meet or exceed ASTM standards (American Society of Testing Materials) for use in the specific application. Preferred manufacturers, and the size and type of repair pipe, shall be specified by the DPW.
(B) Grade or fall. All storm sewer lines shall have a grade or fall of not less than 1 foot per 50 feet of pipe run.
(C) Joints. All joints shall be installed in accordance with manufacturers recommendations or accepted construction practice, be substantially watertight, and free from infiltration.
(D) Trenches.
(1) (a) No storm sewer line shall be laid in a trench with a water line.
(b) Storm sewer lines shall be a minimum of 3 feet from other buried pipe unless specific exception is given by the DPW.
(c) All backfill in trenches shall be compacted to ensure adequate support of the sewer and shall be in compliance with recommendations made by the DPW.
(2) All trenches excavated for storm sewers lines designed to collect and conduct groundwater shall have a capacity to exclude infiltration of particulate and be installed in a trench filled with pea stone. Pea stone and backfill cover shall be compacted to ensure adequate support of the sewer and be in compliance with recommendations made by the DPW.
(E) Culverts. Installation of culverts designed to conduct runoff under driveways, roads, and other surfaces, shall be the responsibility of the property owner. The size and material shall be approved by the DPW. The village shall be responsible for grading roadside drains up to and away from the culvert to ensure unimpeded flow of runoff.
(F) Repair. The village shall be responsible for the repair of storm sewer lines under the right-of-way only. Property owners shall be responsible for the repair of storm sewer lines located anywhere other than under the right-of-way. If damage or harm to the Storm Sewer System can be demonstrated by the DPW to originate from storm sewer lines located on private property, the village shall issue a notice of violation describing the problem and schedule a hearing to determine remedial action at the next regular meeting of the Village Council.
