(A) Optional connections. The owners of houses, buildings, or properties used for human occupancy, employment, recreation, commerce, industry, or similar purposes, situated within the Village of Manchester, desiring to control runoff and/or groundwater, and abutting a main storm sewer shall have the option to tap a connecting storm sewer into the main storm sewer.
(B) Mandatory connections. The owners of all houses, buildings, or properties used for human occupancy, employment, recreation, commerce, industry, or similar purposes, situated within the Village of Manchester, and abutting a main storm sewer must install storm sewer line(s) if runoff is accumulated on site, directed onto adjacent property or the natural drainage in the area is altered. Connecting storm sewers must tap into the main storm sewer.
(C) Property owner responsibility. All connecting storm sewers and storm sewer lines located beyond the storm sewer easement or right-of-way on either public or private property shall be installed and maintained at the expense of the property owner according to the specifications recommended by the Department of Public Works.
(D) Capacity evaluation requirements. All connections to the main storm sewer line shall be evaluated for capacity. The village shall retain the right to refuse connection to a main storm sewer if the contribution is determined to be more than any part of the storm sewer system is capable of receiving. The determination shall be made by the DPW.
