§ 53.04 EXEMPTIONS.
   (A)   Generally. Land use development having the following characteristics shall be completely or partially exempt from connection to the Storm Sewer System. The Department of Public Works shall evaluate plans for the control of runoff and/or groundwater and shall approve the exemption on the permit. All storm sewer installation not connected to the Village Storm Sewer System shall be in compliance with state and/or federal permit and construction requirements.
   (B)   Direct river access. Development of property having direct access to the river or property which can obtain private or public easement to the river may construct storm sewer lines for discharge of runoff and/or groundwater into the river.
   (C)   Preservation of natural features. Development which seeks to preserve natural topographical features such as intermittent or continuously flowing watercourses may maintain the natural flow of runoff and/or groundwater. Manmade structures and surface cover which alter the natural flow on site must incorporate measures to prevent damage from erosion and siltation.
