Upon the issuance of a license for a taxicab business, the licensee shall receive from the City Clerk a card for each vehicle approved for use in the business upon which the established rates shall be plainly printed. Each rate card issued shall be conspicuously displayed in every taxicab so that it call be seen by a passenger in either day or night.
