§ 97.30 PERMIT AND COMPLIANCE WITH CONDITIONS REQUIRED.
   (A)   No person shall break or dig up the pavement, ground, or stones in any street or on any sidewalk or common in the city, or erect any staging for building, or place or deposit any earth, stone, bricks, timber, or other building materials thereon without first obtaining a written permit from the Department of Highways or some person authorized by them to grant such permit.    (B)   Any person issued a permit pursuant to this subchapter, shall comply in all respects with the conditions thereof. ('71 Code, § 22-34)
