The office of City Solicitor shall handle all complaints filed by the Manchester Police filed in the Manchester District Court. The City Solicitor shall be responsible for the prosecution of all offenses against the ordinances of the city and for such ordinances of the state as may be required of him by law. This provision shall not be construed to prohibit the state police from handling complaints alleging violations of the law within the City of Manchester, which were filed by members of the state police in the Manchester District Court.
