All pipe layers shall be certified by the Department prior to performing any work in the city. A valid plumbers license shall be prima facie evidence of certification as a pipe layer as defined in § 52.002. All certifications shall be issued for a one-year period, the renewal date being one year from date of approval by the Public Works Director. In applying for a certification, the prospective pipe layer shall provide all information required by the Department including a statement that he will supervise and be responsible for all work performed.
