§ 52.057 PERMIT DURATION; REAPPLICATION.
   (A)   (1)   The IDP shall be in effect for five years, unless the applicant is notified otherwise by the city. The user shall apply for permit reissuance by submitting a complete permit application a minimum of 60 days prior to the expiration date of the user’s existing permit. Under no circumstances shall the permittee continue to discharge without an effective permit.
      (2)   The Public Works Director shall allow the Chief Engineer or their designee to sign Authorized Discharge permits to all applicants that are required to be permitted.
   (B)   An expired permit will continue to be effective and enforceable until the permit is reissued if:
      (1)   The industrial user has submitted a complete permit application at least 60 days prior to the expiration date of the user's existing permit.
      (2)   The failure to reissue the permit, prior to expiration of the previous permit, is not due to any act or failure to act on the part of the industrial user.
