§ 52.030 MONITORING RECORDS; ANALYTICAL RECORDS.
   The owner shall keep records of all monitoring and/or sampling data as required by the Public Works Director and submit said records upon request to the Department, the New Hampshire Water Supply and Pollution Control Division and the EPA. All measurements, tests, and analyses of the characteristics of water and wastewater to which reference is made in this chapter shall be determined in accordance with the EPA Approved Methods published in the Code of Federal Regulations, Title 40, Part 136 (40 CFR 136) and amendments thereto. Where 40 CFR Part 136 does not contain sampling or analytical techniques for the pollutant in question, or where the EPA determines that the Part 136 sampling and analytical techniques are inappropriate for the pollutant in question, sampling and analysis shall be performed by using validated analytical methods or any other applicable sampling and analytical procedures, including procedures suggested by the POTW or other parties, approved by EPA. Analytical measurements shall be determined at the sampling manhole provided, or upon suitable samples taken at said sampling manhole or at the end of the pretreatment process prior to discharge to the city sewer. In the event that a special sampling manhole has not been required, the sampling manhole shall be considered to be the nearest downstream manhole in the public sewer to the point at which the building sewer is connected. Sampling will be carried out by customarily accepted methods which, in the opinion of the Public Works Director, reflect the effect of constituents upon the sewage works and determine the existence of hazards to life, limb, and property.
