(A) There is hereby established within the general fund a health services reserve account wherein the Board of Mayor and Aldermen may deposit funds. All indirect costs billed for the administration of Health Department grants shall be deposited in the Health Services Reserve Account.
(B) The Health Department Head may, subject to the approval of the Board of Mayor and Aldermen, use the balance of the health services reserve account to pay the costs of rendering health services affected by any reduction in federal, state, or other grant funding. No available balance in the health services reserve account shall be utilized for any purpose other than those arising from providing such health services to the public without the specific approval of two-thirds of the Aldermen-elect.
