(A) There is hereby established within the general fund a winter weather reserve account. At the close of each fiscal year, the general fund annual budget surplus, if any, for winter weather operations which includes overtime and salt, as determined by the Director of Public Works and the Finance Officer, shall be transferred by the Finance Officer to a special nonlapsing account. The balance in the winter weather reserve account shall not exceed 50% of the prior fiscal year's annual budget for winter weather operations.
(B) The Board of Mayor and Aldermen, by vote, may designate the balance or a portion of the balance of the winter weather reserve account to cover a shortfall in the current fiscal year general fund budget for winter weather operations.
(C) No available funds in the winter weather reserve account shall be utilized for any purpose other than authorized herein without the specific approval of two-thirds of the Aldermen-Elect.
