(A) There is hereby established a special revenue fund into which shall be deposited revenues and fees charged and collected for the use of the city's geographic information system.
(B) The Board of Mayor and Aldermen may appropriate the balance or a portion of the balance of the fund during the development of the annual budget subject to the following condition:
(1) To finance the completion and perpetuation of the city's geographic information system.
(C) No available balance in the geographic information system special revenue fund shall be utilized for any purpose other than those authorized herein.
