The Chief of Police or his or her designee shall have and exercise the power to enforce the provisions of this chapter. Licenses or permits issued pursuant to this chapter shall also be enforced by a designee of the Office of the City Clerk. Enforcement shall include entering areas of public access or operation, free of charge, to ensure compliance and issuance of citations for any violations with penalties to be assessed as provided in § 94.43.
