§ 91.30 OBSTRUCTION OF STREETS, AVENUES, ALLEYS OR PUBLIC GROUNDS PROHIBITED.
   It is unlawful for any person or persons or corporation to erect, place or locate, or cause to be erected, placed or located, any building, fence or construction of any kind whatsoever, in whole or in part, upon any street, avenue, alley or other public grounds within the city.
