§ 91.27 ANIMAL WASTE PROHIBITED IN STREETS, LOTS AND CELLARS; OWNER’S RESPONSIBILITY.
   No house offal or dead animal of any kind shall be thrown into the streets or left exposed by any person, and no butcher or fishmonger or vendor of merchandise of any kind shall leave any refuse upon the streets or uncovered by earth upon any of the lots within the jurisdiction of the Board, and all putrid and decaying animal matter must be removed from all cellars and outbuildings on or before May 1 of each year, or at any other time when so ordered by the Health Officer; and it shall be the duty of the owner, occupant or person in control of such cellar or outbuilding to see that the same conform to the provisions of this section, and such owner, occupant or person in control shall be liable for such non-compliance under the penalty provided in § 91.99(C)(1) of this chapter.
